Mezer Tools from Bayden Systems is a tool that I have used with much pleasure and addition over the years. This is a small tool (403KB download) and uses mere megabytes of memory when running.
Win-S key press brings screen capture tool which can capture any rectangular space on the monitor. This can then be placed into office document or image editor if required. Win-C press brings the calipers (and you can have as many as you want) which allow you to measure pixel distance between two points on monitor.
It also has an eye-dropper and hexer feature (hex to and from decimal) which I also use regularly.
